Dear Colleagues,


It is high time for all the officials who opted for Postmaster cadre to decide whether our interests in our cadre will be safe in the hands of existing trade unions or do we have to form a separate association to represent our case before the administrations.


We all know that DoP has been enthusiastic in actively and unilaterally  creating this cadre without taking any care . For example , an official who is already in the grade pay of  Rs. 2800/- was transferred to a distant place  
in the guise of promotion , in the middle of the year to a post with higher responsibilities without any monetary benefits . We all also well know that how we are doing here as Postmaster say, without proper staffing, supplies from PSD, aged computers . 


With reference to the work we do , losses we suffered financially by maintaining a separate livelihood at work place, we can say that we are the least paid .


There are several problems which the this cadre is presently suffering like the dictate that " You neither go back nor seek better position " is no where found in the world. Where is natural justice?. Are we going to be remain silent ? 


As seen from the past six months or so , many of us seem least bothered about anything . They took the stand "Come what may" . This is very weird and very discouraging. At one time we felt that everybody is very happy with what they have. Why anyone else should bother?.


It is learnt from other circles, that as many as 24 CAT cases have been filed seeking the right to decline or reversion as it is available to any other government employee in any department or organization .Alas, only we were made the sacrificial animal  .


The events that took place after first meeting held in Vijayawada, virtually there is no voice from any corner of the state. If everybody think that somebody will take care of our problems , we need not worry, there are leaders , they will look after, you are wrong. 


There is no leader without followers and there are no followers without a rightful leadership. We are rather frightened to understand how we are being left alone, by DoP .


There is no further guidelines on transfer policy by DoP or further instruction or communication regarding our well desired cadre after the clarification relating "decline before appointment".


So time has riped in our  opinion to decide whether we need an association ? or can we give declarations to existing trade unions since it is April and trade unions ask you decide your union.?


We hope we can decide .

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
