CAG FLAYS DOP FOR FRAUDULENT ENCASHMENT OF POSTAL SAVINGS CERTIFICATES A fraudulent encashment of Kisan Vikas Patra/National Savings Certificates worth Rs 9.01 crore between 1996 and 2004 could have been prevented if the Head Post Office in Varanasi had sent the statement of unsold cash certificates to Director of Accounts (Postal), CAG said today. ”...statement of unsold cash certificates was not being sent by HPO (Head Post of office) Varanasi Cantt to Director of Accounts (Postal), Lucknow. If the prescribed procedure ...had been scrupulously followed that would have prevented the fraudulent encashment of KVPs/NSCs worth Rs 9.01 crore,” a CAG report tabled in Parliament said. Smt.Krishna Tirath Smt. Krishna Tirath, Minister for Women and Child Development  Ministry has reported that Government is in the process of drafting a bill which when tabled in Cabinet and passed in both houses, Housewives will have to be paid monthly salary  by their husbands for the domestic work done by her in the home. Women and Child Development Minister Smt. Krishna Tirath reportedly said the move is part of government’s efforts aimed at women empowerment. Smt.Tirath said the government will set a standard for the salary amount to be paid to housewives every month. The minister informed that once the draft Bill is ready, it could be presented before Parliament within six months. As revealed by the Sources in the Ministry the proposal for this payment of salary by husbands to housewives, 10-20% of married male’s monthly salary will have to be deposited in a bank account  his better-half.

How are members of Scheduled Castes and Scheduled Tribes faring  i n the government hierarchy? At the very top level of the government bureaucracy, out of a total of 149 secretary-level officers, there were no SC officers while there were only 4 ST officers, as of March 2011. Actually, even in the most sought after civil services, IAS, IPS and IFS, the proportion of SC, ST and OBC officers was below the mandated quotas. Out of 3,251 directly recruited IAS officers, SC officers made up 13.9%, ST officers 7.3% and OBCs just 12.9%. This information , too, was stated in the Lok Sabha by Narayanasamy in 2011. Clearly, the underprivileged sections are not yet getting the full advantage of  affirmative action   envisaged by the Constitution makers. New Delhi, September 4, 2012(PTI): Trade unions have jointly called a countrywide two-day strike from February 20 next year to highlight the burning issues facing the common people. The national convention participated by workers from all sectors have expressed their concern and anguish at the total non-response of the government to address the burning issues, said a release. The five-point demand jointly formulated by trade unions sought urgent measures to curb prices, employment generation, enforcement of labour laws, social security cover for organised and unorganised workers and stoppages of divestment in state-run PSUs. As per the action plan, trade unions including AITUC, CITU, INTUC, BMS and HMS have called for mass satyagraha on December 18-19 across the country. It has also called for a march to Parliament on December 20.
