Recently, Hon’ble Supreme dismissed the appeal preferred by Government against the Hon’ble High Court Judgement confirming the CAT verdict for Fixation of Pension of Pre 2006 Pensioners as per fitment table meant for Serving Central Government Employees. The result of Hon’ble Supreme Court’s dismissal will be payment of arrears of pension from 1.1.2006 as against Government’s decision to revise the pension from 24.09.2012

Post Offices for Women

The objective for opening of all women post offices in the country is to lay focus on women’s empowerment and to achieve Departments objectives and mission to sustain its position as the largest postal network in the world. It is an effort to integrate gender equality and women’s empowerment for good governance by ensuring that women employees working at various levels in the Department have a real voice in the decision making of the Department as well as have a role in the management of post offices in the country. The all women post offices are the post office where all employees are women and they have been given the responsibility of managing the events of the post offices. This is done with a view to promote leadership and managerial qualities in women employees of the Department. These post offices are opened in major cities and at present 34 all women post offices are functioning in the country. These post offices are functioning within the postal network of the Department

6th Pay Panel has not recommended 50% DA merger with Basic pay

The 6th Pay Commission had recommended not to merge 50 per cent of Dearness Allowance (DA) for government employees with their basic pay, Parliament was informed on 30-8-2013. "The 6th Central Pay Commission had recommended not to merge Dearness Allowance with basic pay at any stage," Minister of State Finance Minister Namo Narain Meena said in a written reply to the Lok Sabha. Government accepted this recommendation, he said, adding that the recommendations of the 6th Pay Commission were given effect from January 1, 2006. Some Central Government Employees Associations have been demanding for the merger of 50 per cent DA with Basic Pay and the constitution of 7th Pay Commission . Meena said the setting up of the next Pay Commission is considered normally after a gap of 10 years between two successive Pay Commission. Repatriation of PS Gr. B officers to their Home Circle.

Changes in the scheme of selection process for recruitment to the promotion quota of various cadres of All India Services

It has been approved in principle, to consider a few changes in the scheme of selection process for recruitment to the promotion quota of various cadres of All India Services. As per the existing regulations, the assessment of the suitability of a candidate is made on the basis of his service records. As per the revised scheme, it is proposed to assess the candidate on the basis of four components i.e. ‘Written Examination’, ‘Length of Service’, ‘Assessment of Performance Appraisal Reports’ and ‘Interviews’. The above decision was taken after consulting the State Governments and the concerned Cadre Controlling Authorities (CCAs i.e., the Ministry of Home Affairs and the Ministry of Environment and Forest). Further, to implement the scheme, necessary amendments in the concerned rules/regulations are necessary. The State Governments & the CCAs concerned have been consulted on this aspect also. It seems that the Post Bank of India (PBI) may become a reality in the near future. For the last more than fifteen years we have been told about the Post Bank and even the Parliamentary standing committee on Communications & IT has repeatedly demanded the Government for commencing Post bank. Dynamic ACP for central health officers-Lok sabha reply

Central Health Service (CHS) Officers in Central Government are governed by the Dynamic Assured Career Progression (DACP) Scheme, which was implemented by Government of India based on the recommendations of Vth Central Pay Commission providing promotion to the CHS officers without linkage to vacancies upto the level of Chief Medical Officer – Non-Functional Selection Grade (CMO-NFSG)/ Specialist Grade I/ Professor w.e.f. 5.4.2002. The benefit of promotion under DACP Scheme was extended to Dental Officers under Ministry of Health and Family Welfare without linkage to vacancies up to the level of Staff Surgeon (Dental) (NFSG)/ Professor/ Maxillofacial Surgeon w.e.f. 25.8.2006.
