Respected Sir,

            With due respects, this association would like to bring following issue for kind information and cause to issue benevolent orders, early.

            Postal Directorate vide letter cited under reference had issued instructions in the month of April, 2016 to fill up vacant Post Master Grade-II and Grade-III Posts with eligible Grade-I & II Post Master officials as per their eligibility criteria.  Unfortunately, in our circle, the said orders were not implemented even after 3 ½ months for some or other reasons.  On account of delay in implementing these orders, some of this association members retired without promotion at the verge of their service namely
Sri P.Ananda Raju, PM Grade-I, Nidadavole SO(VJ Region) retired on 31.05.16
Sri V.Satyanarayana Rao, Kurnool Region  retired on 30.06.16 and Sri B.Venkat Reddy, Kurnool Region; Smt. V.Rajeswari of HCR are also going to be retired within months time. These officials opted for Post Master Cadre at the time of initial constitution with a fond hope to get promotion earlier than General line, but their hopes are exhausted and are being retired without getting promotion even after completion of more than 35 years of service in this department.  Further, Directorate orders are implemented in many circles viz., Tamilnadu, Maharashtra, Odisha and Chattisgarh circles and officials of those circles have already been joined in the promoted posts and our circle Post Masters will become junior to them while preparing common seniority list in the cadre of Senior Post Master Cadre, in future. This will severely harm the promotional chances of

the Post Masters of AP Circle. It is also pertinent to mention here that due to inordinate delay in implementing orders of Directorate, Post Master cadre officials are thrown in severe financial loss in the pay fixation on account of 7th CPC which results recurring loss in their entire service.

            Therefore, this association urges your kind authority to take appropriate steps immediately for filling up of vacant Grade-II, Grade-III Post Master posts in Andhra Pradesh Circle to avoid further financial loss and unrest among the officials working in Post Master Cadre.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
