AIAPS HAS TAKEN UP THE CASE TO JOIN AS THE STAFF SIDE ANOMALY COMMITTEE TO REPRESENT POSTMASTER CADRE AND SUPERVISORY CADRE ISSUES

        Subject: Setting up Departmental Anomaly Committee of Department of Posts

Reference: No. 6-1/2016-PCC dated at Dak Bhawan, Sansad Marg the 03rd November 2016 (Copy enclosed for the quick reference)

        Vide above reference departmental anomaly committee was constituted with only the recognized federated association office bearers as staff side without other recognized unions and associations representatives.

Beyond above federated unions, remaining cadre officials are also there and they are also having their grave anomalies arising out of 7th CPC implementation. Because of non-availability of those cadre representatives in the anomaly committee, every time during the implementation pay commissions, some anomalies are remained unsettled for the decades resulting exact purpose of setting up the anomaly committee could not be fulfilledSo their cadre representatives are also has to be added as the staff side of the departmental anomaly committee to represent their cadre anomalies.


Vide postal directorate order no 13/28/68 S.R dated 21stApril 1970 This “All India association of Postal Supervisors(GL)” is purely recognized staff side association by the government of India and having the concern towards redressing the grievances of 40563 postal supervisory officials(37431 General line supervisory cadre officials plus 3132 Postmaster cadre line supervisory officials).

        So I request the respected Chairman of the departmental anomaly committee to add the recognized associations/unions general secretaries in addition to the recognized federations for the constructive implementation of 7th CPC without any anomalies.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
