Memorandum Submitted to the Honorable  Chief Postmaster General ,AP Circle on issues of Postmaster  Cadre by Circle Secretary, AIAPS, AP Circle ON 03.01.2017

                Sub:-Legitimate request for holding of DPC for promotions of Postmaster Cadre
                Ref:-1.Directorate letter No. 04-43/2013-SPB-II dated at     Dak Bhavan, Sansad      
                        Marg, New Delhi the 28.04.2016.

                We humbly submit the following few lines for favor of sympathetic consideration and early orders.
                Postmaster Cadre has been created with a sole motive of managing Post office by professionally trained staff and also  to be face and front runners of the departments initiatives like CBS, CSI,RICT etc., We believe that the department’s desire has been realized in implementation of various technology projects being introduced by department since 2011.
                At the time of promotion of this new cadre, most of the incumbents had opted for a promotion which carries lower or equal grade pay than they were taking at that time of promotion hoping they would get a promotion and get some financial benefit. 
Directorate was kind enough in granting relaxation of minimum service of 6 years in grade one for promotion to grade two vide letter cited under reference. This order is an oasis for the postmaster cadre fraternity who are frustrated in their arid journey for promotion. This order has been implemented in letter and spirits by various circle viz. Tamilnadu, Maharastra,odisha, Uttar Pradesh etc.,
                Our association has represented several times since April 2016 with united circle office for implementing the above order. But so far the above order has not been implemented which is detrimental to the interests of the postmaster cadre in the following important areas.
1. Delay in promotion to grade two will become a bottle neck at the time of promotion to Sr Postmaster. (First joined person is considered to be senior than the next joined person). Since the Sr. Postmaster promotion is based on seniority cum fitness from Grade-iii

2. Non implementation has caused serious financial loss to the eligible officials since their 7 th CPC Pay was fixed before their promotion which has a permanent loss to the employee. Pay fixation after promotion could have been more beneficial.

3 . Many senior most officials who were to get promotion retired without getting promotion thereby had to incur monetary loss on the amount of pension.


                                        Therefore I urge the honorable and kind CPMG to cause to arrange DPC as early as possible to settle long pending legitimate demand of the young Postmasters and help increase the productivity of the department.    We assure of you of our loyal and sincere service at the beck and call of your able leadership.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
